Now open a new tab and type ' Google mobile friendly tester'. Google itself has launched a tool for testing mobile friendly websites. Now paste the url of your targeted website and run test. Now that tool will tell you whether the website is mobile friendly or not. Yes if it's mobile friendly then okay just huntil for other sites. But if it's not mobile friendly you have got your targeted customer.

NOTE: I understand surfing like this may consume extra time but I working to find out more easier way and if I get ill surely update it.

How to contact them ?

When you visit a website you see a bar named contact us or contact me. It will contain their mailing address or their phone number. You just mail the saying the importance of mobile friendly website and its cost. I'll type a mail for an exampl:

MAIL: Hello sir/madam, I am an agent from an Web design company- DSB web's. We surf for websites which are not mobile friendly. Most people don't know about this but recently Google has announced that websites which are not mobile friendly, will never rank in its search engine and we found that your website is also one of them.

    Your website will never rank in Google and will surely last ruining your business because people can't find you.

      If you don't want this to happen with you make your website mobile friendly instantly. Now don't panic that who will do it for you, we can do it for you. Now after mailing if the person replies you back, you can search in Google for free mobile friendly website bulges but I recommend you to go for fiverr .com and search for mobile friendly website builders. You will get many results but sort it by gravity and choose the most less one. They will do even for $10. If you get the deal contact him and he will do it for $10 or some other less amount. So if you are charging $300 and the other person from fiverr do it for $10, you are going to earn a profit total of $290 of a one single deal. 

In total :

Think how manny such websites will be there if you do daily of such 3 deal (minimum) you are going to earn $900 a day and there is no limit you can do even more than that. Here you don't violate any rules because you're a boss itself.

I repeat, First you will find websites that are niwlt mobile friendly by my given way, contact them and target their emotions to take this deal. If the website owner ask for you proofs go to the profile of the person who does the job for you, there you will get his samples, copy that and give it to the website owner, tell him when will you submit and the cost.
